UNDOCUMENTED STUDENT GUIDEThe Citrus College Career/Transfer Center (CTC) assists undocumented students in their careerexploration process. You and a career counselor may explore personality, interests, values, andskills and how they can be applied to a career of your interest. You may learn and discusseducation, professional licenses, accreditations, and certifications needed for careers of interest. NON-TRADITIONAL STUDENT CAREER PLANNING MODELstudentThe traditional student career planning model assumes that all individuals possess legalcitizenship and have opportunities for employment. Operating from a traditional careerdevelopment framework may not fully capture the career development process of undocumentedstudents because of legal systemic barriers. Undocumented students may not have theopportunity to select a job that coincides with their self-concept or is based on their interests andgoals (Ortiz & Hinojosa, 2010).The non-traditional student career planning model is recommended when working withundocumented/DACAmented students. The model captures students’ experiences as individualswhile supporting and validating their career development process.3

EXPLORING CAREERS & MAJORS AS AN UNDOCUMENTED STUDENTMany students have difficulty choosing a major or career. Undocumented students experienceadditional challenges on what majors or careers they can pursue. The CTC is committed to helpingundocumented students make wise career choices and does not discourage students from pursuingtheir dream career because of their undocumented status.It is important for students to understand that policies may change and can impact theirundocumented status. The CTC works with students to think outside the box to develop the skillsneeded for their career of choice and non-employment opportunities.PROFESSIONAL LICENSES REGARDLESS OF IMMIGRATION STATUSThe state of California has laws allowing individuals regardless of immigration status to obtainprofessional and occupational licensure, given that they meet all other requirements set forth bylicensing boards. These laws assist students with navigating their career trajectory.An important consideration: A licensed undocumented professional without work authorizationmay earn money as either an independent contractor or business owner as they cannot be hiredlegally as employees.Senate Bill (SB) 1159SB 1159 is a California state law enacted in September 2014 that requires Department of ConsumersAffairs (DCA) licensing boards to accept an Individual Taxpayer Identification Number (ITIN) in theplace of a Social Security Number (SSN) for professional licenses. SB 1159 also prohibits any entitywithin the DCA from denying an applicant seeking a professional license based on immigrationstatus. The bill aims toeliminate bias and discrimination in the workers compensations system.Senate Bill (SB) 1139:SB 1139 is a senate bill enacted in September 2016 that prohibits specified programs administered byany public or private postsecondary educational institution that offers such a program from denyingadmissions based on the citizenship status or immigration status of the applicant.6

CAREER PLANNINGCareer planning is conducting research on majors and careers of your interest. Together you and thecareer counselor will discuss your major and career of choice to create an action plan for yourselection. It is important for undocumented students to not only conduct online research but toconnect and establish relationships among the community to gain a strong understanding of theircareer choice in the world of work.
